TPH-LBF-IA1.36.DE*一方面，我國大型公共建築能耗巨大，另一方面，我們也缺乏直接數據為決策的提供基礎和參考。住房和城鄉建設部建科[28]114號文（28-6-24）《關於印發辦公建築和大型公共建築能耗監測係統建設相關技術導則的通知》實施，對於能耗監測係統作了具體規範。建立大型公共建築能耗監測平臺，對重點城市重點建築能耗進行實時監測，並通過能耗統計、能源審計、能效公示、用能定額和超定額加價等制度，促使辦公建築和大型公共建築提高節能運行管理水平，為政策的制定和決策提供參考。築節能工作的主要任務2.1採暖能耗我國絕大部分建築採用集中供熱採暖。其中城市熱網供熱面積已達1億平米，其它為各種不同規模鍋爐房集中供熱。建築採暖節能的途徑依其綜合節能效果排序分別為：1）通過改善調節、計量收費與供熱體制的改革，大幅度降低過度供熱現象，使採暖能耗降低2％以上；發揮我國大型城市熱網作用，充分挖掘熱電聯產熱源的能力，適當擴充熱電聯產熱源容量，並利用散布於城區的燃氣鍋爐充當城市熱網的調峰熱源，這樣把城市熱網的供熱範圍提高到2億平米，可使採暖熱源能源消耗降低1％；通過並入城市熱網或煤改氣，替換小型低效燃煤鍋爐。
